Assistant Community Development Director Trudgeon replied that might be a tremendous <br />burden for a person to pay all the fees at once. He suggested the possibility of scheduling a <br />yearly payment fOr a specific period of time. <br /> <br />Councilmember ~lvig stated that he was not sure that they wanted to have the general public <br />going through tl~e site so he questioned the necessity of charging a trail fee. He felt that they <br />should review thk fees and talk about a pay back time frame since it is a non-profit organization. <br /> <br />Councilmember ~ook explained that the trail fee is not for the site itself, but is used to complete <br />trail connectionsittzroughout the City. He stated that he would be willing to delay the payment of <br />the fees and he ~ould also agree to eliminating some of the fees if the City Attorney advised <br />tl~em that was something they could do. <br /> <br />Councilmember :Strommen replied that she would be concerned that waiving fees would set a <br />precedent, but sl~e would be willing to look at delayed payments. <br /> <br />Councilmember ~urak agreed with allowing for delayed payments, but when they hook up to <br />sewer the City ~as to pay a fee to the Met Council and if Lord of Life is allowed to delay <br />payment it is mo~ey that would have to come from a City fund. <br /> <br />Mayor Gamec i.¢quired if the Council would consider delaying the payment of park and trail <br />dedication fees. ~ <br /> <br />Consensus of th~ City Council was that they would consider delaying the payment of park and <br />trail dedication Fees. <br /> <br />Councilmember PKurak inquired if it would be possible to use an assessment option where fees <br />would be paid atithe time of closing if there is a closing. <br /> <br />Councilmember ~lvig inquired if it was possible for the City to pay the Met Council fees from an <br />enterprise fund s.b. that it would not impact the City's general budget. <br /> <br />Assistant Comrdunity Development Director Trudgeon replied that he would have to research <br />that informationi Mr. Trudgeon inquired if staff were to bring the final plat before the Council <br />for another extension would they be willing to grant an additional extension. <br /> <br />Consensus of th~ Council was yes. <br /> <br />4) City Hal! Facility <br /> <br />Assistant City )idministrator Nelson stated that earlier this summer the City Council authorized <br />staff to proceec~ with the next step in planning for a new City Hall and Police Offices. <br />Conceptual dra~ings and cost estimates were completed by Bill Baxley of BKV Group who was <br />present to provide that information.
