Member Groml~erg indicated, after approval, the EDA could always go back to Council to
decrease the an~ount needed. He restated the EDA needed to plan where the money would be
spent at the next. meeting.

Member Kiefer! stated he was recommending the levy assuming Council approved the EDA
could designate ~here it would be spent. He added the EDA might find Council would say "no"
when they request the full levy, in which case there would only be money for the earmarked
items.

Mr. Sullivan warned if the EDA did not pass the levy at the current meeting it would not get to
Council.

Mr. Sullivan added canceling the August meeting did not help the situation.

Member Kurak ~tated it needed to be passed at the current meeting. She asked if there was a
way to word the ~otion to say the EDA was asking for the $200,000 amount now but it might be
lowered when th~ budget is set.

Mr. Sullivan resi~onded he would see that motion as "the EDA wants $200,000 and they do not
know where the~ will spend it."

Member Kurak .noted the EDA knew of two items that would demand funding.

Mr. Sullivan asked if the earmarked items could not be delineated in the motion, adding the rest
would be spent for land acquisition.

Member Kurak Poted people were getting irate regarding City spending and Council was
receiving calls in~ticating their frustration.

Member Kiefer noted the EDA wanted money for the two earmarked projects with the balance
going toward pro3ects needing completion.

Member Gromberg stated he thought the $75,000 amount was high for the design and
implementation of a master plan for redevelopment. He added he did not have a problem going
to Council sayinglthe EDA needed a full levy; however, he felt the EDA needed to explain where
the funds would .be spent. He suggested the EDA needed to start working on this item by the
month of July in ~ture years.

[
Member Kurak indicated a representative from the EDA needed to attend the next Council
meeting.

Member Kiefer stated he would be willing to attend and discuss the information he had.

Economic Development Authority / September 8, 2003
Page 8 of 11
