Mr. Banwart stated that because of the B-1 zoning and it's permitted uses, the City would
not be abl~ to prevent the property from being redeveloped in the future with high water
usage facilities on what would be considered substandard Rural Business lots.

Motion by Commissioner Bawden and seconded by Commissioner Shumway to table
sketch plan review of Hauser Addition to allow all of the parties involved more time to
explore ali, issues and options in more detail.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen,
Shumway, Bawden and Deemer. Voting No: None. Absent: Commissioner Terry.

Chairman Zimmerman stated that the City does not want to set a precedent of allowing 1/2
acre lots in the Rural Business areas and there are other options available in this particular
situation that would be much more beneficial to the property owner and developers of the
liquor store.

Case #2: Request For Sale Of City Of Ramsey Property PIN 10-32-25-
44-0009; Case Of Daryl Peterson:

Mr. Banwart stated that the City obtained PIN 10-32-25-44-0009 through tax forfeiture.
The City received a letter from Daryl Peterson requesting that Ramsey sell the parcel. If the
Commission determines that the parcel is surplus, it should be recommended for sale.

Motion by Commissioner Bawden and seconded by Commissioner Deemer to recommend
the sale of-City of Ramsey surplus property PIN 10-32-25-44-0009; that the revenues from
the sale of City surplus property be placed into the Park Trust Fund; that all owners of
property aftjacent to PIN 10-32-25-44-0009 be notified of it s avallabihty for purchase; and
that the purchaser of PIN 10-32-25-44-0009 shall consolidate that parcel with his/her
existing parcel.

Further Discussion: Chairman Zimmerman noted for Daryl Peterson's information that
parcels are not considered buildable without 200 feet of frontage on a public road;
acquisition of PIN 10-32-25-44-0009 and consolidation of it with PIN 10-32-25-44-0021
still won't result in sufficient frontage on a public road for 10-32-25-44-0021 to be
considered buildable.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue,
Deemer, Bawden and Shumway. Voting No: None. Absent: Commissioner Terry.

Case #3: Review Information Required On Certificate Of Survey:.

The Commission proceeded to review the information proposed to be required on
Certificateof Surveys for new principal structures.

After some concerns raised by Commissioner Hendriksen, Commissioner Deemer
suggested that Item #2 under Houses/Structure(s) be amended to require location and
distance of new buildings from any existing buildings on adjacent lots that appear to be
within the setback areas.

Planning & Zoning Commission/January 2, 1990
Page 5 of 6
