4. Public Purpose. The Board hereby further finds that this Housing Program is in the public interest; that the proposed development would not occur solely through private investment within the reasonably foreseeable future; that the Housing Program conforms to the general plan for the development or redevelopment of the City as a whole; that the anticipated development is in furtherance of long range plans of the City; and that the Housing Program is intended and, in the judgment of the Board its effect will be to promote the public purposes and accomplish the objectives specified in the Act. 5. Public Hearing. All prior actions taken by the City staff in causing a notice of public hearing to be prepared and published are hereby ratified, affirmed and approved.
