petition shall be presented to the Planning Commission for a recommendation to the Council <br />and acted upon by the City Council. <br />5. The PERMITTEES shall be responsible for all CITY costs incurred in administering and <br />enforcing this Permit. Said expenses shall be paid within 15 days of billing by the CITY and <br />failure to pay the CITY'S expenses within the 15 day billing period will permit the CITY to <br />draw upon any of the escrows required by this agreement for payment. <br />6. The City Administrator and/or his/her designee shall have the right to inspect the premises <br />for compliance and safety purposes annually or at any time upon reasonable request. Any <br />violation of City Code or State or Federal law may result in revocation of the Permit. <br />7.
