Background: At the May 9, 2006 City Council meeting staff was directed to prepare plans and specifications for the replacement of the Ermine Boulevard culvert which is located approximately 200 feet west of Eaton Street. The location of this project is illustrated on the attached figure. This culvert carries flow from a tributary of Trott Brook and currently has open joints which are causing the loss of material from beneath the roadway. The project will also rectify a floodplain issue which was brought to the City's attention by FEMA. The project will consist of replacing the existing 72 inch culvert with two 60 foot long 10ft x 7ft box culverts that would allow the floodway to be revised so that the entire 100 year flood would be carried through the culvert and would no longer overtop Ermine Boulevard as is currently predicted by the storm water model.. The estimated construction cost is between $120,000 and $140,000. Proposals for this work were received from Hakanson Anderson Associates and Bolton & Menk Inc. Copies of these two letter proposals are attached. The Hakanson Anderson proposal estimates for project services is $51,800 which is between 37% and 43% of the construction cost. The Bolton & Menk proposal is for a not to exceed cost of $38,500 which is between 28% and 32% of the construction cost. Funding for this project would be from the Storm Water Utility. Recommendation: Staff recommends award of engineering services for the Ermine Street culvert project to Bolton & Menk Inc. in accordance with their letter proposal dated October 17, 2006.
