RESOLUTION # 03-05-104 <br /> <br />RESOLUTION ADOPTING THE STORM WATER POLLUTION PREVENTION PROGRAM <br /> <br />Councilmember Kurak introduced the following resolution and moved for its adoption: <br /> <br />WHEREAS, the second phase of storm water permitting of the National Pollution Discharge Elimination <br />System's (NPDES) Phase II is required by the United States Environmental Protection Agency (USEPA); <br />and <br /> <br />WHEREAS, the Minnesota Pollution Control Agency (MPCA) is the agency responsible for enforcing the <br />National Pollution Discharge Elimination System's (NPDES) Phase II; and <br /> <br />WHEREAS, on June 12, 2002, the City of Ramsey has participated in a joint venture with over 100 over <br />Minnesota cities to create a "Guide Plan" to compliance which was administered by the League of <br />Minnesota Cities; and <br /> <br />WHEREAS, on February 11, 2003, the City Council ratified the recommendation of the Public Works <br />Committee to authorize Staff to prepare a Storm Water pollution Prevention Plan (SWPPP) to include with <br />the application that will be submitted to the MPCA; and <br /> <br />WHEREAS, on May 6, 2003, the City Council held a work session that the SWPPP was presented and <br />generally concluded that the items listed in the SWPPP included the vision for the City's response to water <br />quality protection given budgetary concerns; and <br /> <br />WHEREAS, Staff has distributed the SWPPP at the above mentioned City council work session and have <br />also attached a copy to this resolution; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />The Ramsey City Council hereby adopts the Storm Water Pollution Prevention Plan and authorizes <br />the City Administrator to sign the permit application for the National Pollution Discharge Elimination <br />System. <br /> <br />The motion for adoption of the foregoing resolution was duly seconded by Councilmember Cook, and upon <br />vote being taken thereon, <br /> <br />The following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Kurak <br />Councilmember Cook <br />Councilmember Elvig <br /> <br />RESOLUTION #03-05-104 <br />Page 2 of 2 <br /> <br /> <br />
