Councilmember Elvig introduced the following resolution and moved for its adoption: RESOLUTION #03-05-133 RESOLUTION AUTHORIZING APPLICATION FOR AN OPPORTUNITY GRANT THROUGH THE LIVABLE COMMUNITYES DEVELOPMENT PROGRAM WHEREAS, the City of Ramsey is a participant in the Livable Communities Act's Housing Incentive Program for 2003 as determined by Metropolitan Council and is, therefore, eligible to make application for funds under the Livable Communities Demonstration Account; and WHEREAS, the City has identified a proposed project with the City that meets the Demonstration Account's purposes and criteria; and WHEREAS, the City has institutional, managerial, and financial capability to ensure adequate project administration; and WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; and WHEREAS, the City Council of Ramsey, Minnesota agrees to act as legal sponsor for the project contained in the opportunity grant application to be submitted on June 2, 2003. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, SATE OF MINNESOTA, as follows: 1) That the Ramsey City Administrator is hereby authorized to apply to the Metropolitan Council for this funding on behalf of the City of Ramsey and to execute such agreements as are necessary to implement the project on behalf of the City. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Cook, and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Elvig Councilmember Cook Councilmember Kurak Councilmember Pearson Councilmember Strommen and the following voted against the same: Councilmember Zimmerman
