<br />and governance changes planned for the future. Obviously, due to the nature of
<br />the Chief Administrator's job, this can have political ramifications. Therefore,
<br />one option to consider may be to determine the change to be made, and then
<br />designate an implementation date at some future time. This has the advantages
<br />of advance planning combined with a period of adjustment.
<br />Administrative Services
<br />The City's Administrative Services Department has 8.6 FTEs, with an annual
<br />budget of $795,000. It provides administrative oversight and support for all
<br />City departments, including human resources, records maintenance,
<br />information technology and general administration. This department, due to the
<br />responsibilities for organizational direction and oversight merits considerable
<br />review and consideration as the city grows.
<br />Administrative Support
<br />One element of the administrative structure that Ramsey should consider is the
<br />creation of a single, dedicated support position for the City Administrator. This
<br />function is currently dispersed among a number of existing staff. The position
<br />we suggest is more than a traditional departmental secretary. It would more
<br />fittingly be described as an executive assistant. Along with clerical functions,
<br />this position would have higher level discretionary duties. In a rapid growth
<br />environment, activity is guaranteed to increase. Organizational skills and
<br />confidentiality will be required, especially in support of the many real estate
<br />and development activities anticipated. A dedicated support person for the
<br />administrator is the norm in larger cities for good reason. This position should
<br />be hired in 2007.
<br />Communications
<br />Another position that should be carefully considered for the future as part of the
<br />Administrative Services Department is the position of Communications
<br />Coordinator. As the City grows, both external and internal communications
<br />will be increasingly important. A dedicated position should be considered with
<br />sole responsibility for all facets of communications. This job function should
<br />not be merely one administrative assignment among several. The City will
