<br />ELEVENTH CIRCUIT (GEORGIA) (09/07/11)—This case addressed
<br />the issue of whether a zoning ordinance that prohibited all religious institu-
<br />tions in a number of residential districts, but permitted private parks, play-
<br />grounds, and neighborhood recreation centers in those districts, violated the
<br />equal terms provision of the Religious Land Use and Institutionalized Per-
<br />sons Act ("RLUIPA"). In addressing that issue, the case addresses whether
<br />private parks, playgrounds, and neighborhood recreation centers are "as-
<br />semblies" within the meaning of RLUIPA.
