PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, <br />May 1, 1990 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding a request for preliminary plat approval of Northfork 5th Addition. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. David Bawden <br />Mr. Ben Deemer <br />Mr. Mike Terry <br />Mr. Bradley Thomd <br /> <br />Also Present: <br /> <br />Planning Assistant Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Dennis Peck - Director of Development- North Fork, Inc. - 713 Bradford, Champlin - <br />Stated that in response to concerns expressed by the members of the Planning and Zoning <br />Commission during concept review of Northfork 5th, some alterations were made in the <br />plat and the number of driveways accessing onto Jarvis Street has been reduced to two. At <br />the concept review, Planning and Zoning was agreeable to the number of driveways onto <br />153rd and granting variances to the north and south end cul-de-sac lengths. With respect to <br />drainage, North Fork's engineers have been in contact with City Engineer Raafikka and he <br />seems comfortable with the on-site ponding that is proposed. <br /> <br />CITIZEN INPUT <br /> <br />Councilmember Alan Pearson was presented and requested that the theory of a planned unit <br />development be explained. <br /> <br />Chairman Zimmerman stated that a planned unit development allows a developer to plat <br />with smaller lots in exchange for providing an increased open space area. Even though <br />some of the lots in this particular plat are 1 acre in size, the overall density remains to be at <br />one unit per 2.5 acres. <br /> <br />Mr. Ottenetroer was present along with Dan and Alice McGinnis. Mr. Ottenetroer referred <br />to the City's newly adopted 4 in 40 density policy and inquired as to how Northfork can be <br />platted at more than 4 units per 40 acres. <br /> <br />Planning & Zoning Commission Public Hearing/May 1, 1990 <br /> Page 1 of 2 <br /> <br /> <br />
