Absent: Commissioner Bawden.

NOTE CITY COUNCIL MEETING MINUTES

The Commission noted the following:

City Council public hearing and regular meeting minutes dated April 24,
1990.

Commissioner Deemer noted that the site plan for a liquor store in Hauser Addition that
was recommended for approval by the Commission was modified by City Council.
Commissioner Deemer requested that the Commission be provided with a copy of the
approved site plan for information purposes. Commissioner Deemer also noted that there
was discussion of the type of light fixtures to be used on the site and requested that the
Commission also be informed of the light fixture type selected.

Chairman Zimtnerman referred to Council's discussion of upgrading Bison Street from
171 st south to the boundary of Trott Brook Ridge and residents claiming that the petition to
improve Bison Street as a cul-de-sac was discarded by the Planning and Zoning
Commission. Chairman Zimmerman explained that when the Planning and Zoning
Commission dealt with the plat of Trott Brook Ridge, the Commission was under the
impression that the portion of Bison between Trott Brook Ridge and 171 st would also be
upgraded as a through street.

Mr. Banwart indicated that Staff agrees with the Planning Commission that Bison should
be upgraded as a through street; Council approved upgrading Bison from 171st south as a
cul-de-sac versus a through street because there are no public easements in place for it to be
a through street.

COMMISSION BUSINESS

Case #1: Request For Sketch Plan Review Of Armstrong Addition; Case
of Lee Hanson:

Mr. Lee Hanson and his son were present requesting sketch plan review of Armstrong
Addition. The plat is proposed to be a minor subdivision consisting of two lots and one
outlot on approximately 49.5 acres.

The Commission proceeded to review the City Engineer's report dated may 29, 1990.

Commissioner Bawden arrived at this time.

Chairman Zimmerman stated that at a minimum, the City should acquire an easement to
extend 164th to the north in order to rectify a situation of the outlot and property to the
north being landlocked.

Upon inquiry, the Commission was informed that the 30 acres of undevelopable wetlands
are being platted as an outlot versus incorporation with the two lots in order to meet
mortgage financing requirements for a buildable lot less than 10 acres in size.

Planning & Zoning Commission/June 5, 1990
Page 3 of 9
