Motion by Commissioner LaDue and seconded by Commissioner Deemer to direct City <br />Staff to acquire the necessary easements to allow for proper drainage in the vicinity of Lot <br />9, Block 4, Hunter's Hill and Cty. Rd. #57. Further, that City Staff negotiate the grading <br />needs on Lot 9, Block 4, Hunter's Hill with the property owner prior to City acquisition of <br />drainage easements. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden, Deemer, Terry and Thorud. Voting No: None. <br /> <br />Case gT: Review Street Assessment Policy: <br /> <br />The Commission proceeded to review Ordinance g90-3 regarding amendments to the City's <br />assessment policy for construction, sealcoating and overlays of residential and MSA <br />streets. <br /> <br />Commissioner Deemer noted that Item B.3.d. of the ordinance indicates that residents on a <br />MSA street are not assessed for sealcoating maintenance of the street. Commissioner <br />Deemer stated that he is opposed to situations like that on Dsyprosium Street where the <br />residents impact the intended function of a MSA street and then are not assessed for the <br />maintenance of the street. <br /> <br />Commissioner Terry suggested establishing a policy whereby residents with access onto an <br />MSA street would be assessed 50% of a typical sealcoating assessment on residential <br />streets. <br /> <br />Commissioner Hendriksen noted that Commissioner Deemer's concern focused on a <br />situation at Dysprosium. Commissioner Hendriksen stated that he is opposed to <br />broadening that concern to impact residents on all of the City's MSA streets because there <br />are also inherent disadvantages to living on a MSA street. <br /> <br />Chairman Zimmerman stated that although he doesn't recall the specifics, he recalls being <br />impressed with Ham Lake's street assessment policy. Mark Banwart was directed to <br />obtain a copy of Ham Lake's street assessment policy for the Commission's review. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner Deemer to table review <br />of the City's street assessment policy. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden, Deemer, Terry and Thorud. Voting No: None. <br /> <br />Case #8: Review Rezoning Use For Rum River Hills Golf Course <br /> Clubhouse: <br /> <br />Mark Banwart stated that per the Commission's direction, he has researched the zoning <br />utilized in the case of the Rum River Hills Clubhouse.
