the property will increase once the permit is granted. Pat stated that she does not want another
situation like they already have in their neighborhood with a family having teenagers that gun their
motors and race up and down the streets. Pat stated that she would prefer that the Commission not
grant a permit for an auto repair business in a residential neighborhood.

Ronald Ross - 17540 Gibbon Street N.W. - Ronald stated that he lives adjacent to Mr. Johnson
and he stated that he has also signed statements circulated by a neighbor, Mr. Richard McCoy, and
another statement circulated by the applicant. Mr. Ross stated that he considers the request to be
reasonable provided the number of vehicles allowed on the property is limited to no more than
three. Mr. Ross noted that since Mr. Johnson purchased the property in December of 1989, there
has been a marked improvement in the appearance of the property. Mr. Ross stated that there is
another property owner in the neighborhood that almost appears to have an auto repair business,
but does not have a conditional use permit and you usually can find at least 6 inoperable vehicles
on the property. Mr. Ross stated that he does not feel a small business like Mr. Johnson's would
be a detriment to the neighborhood.

Marshall Stenke - 17561 Gibbon Street N.W. - Mr. Stenke stated that he is not opposed to the City
granting a conditional use permit to Mr. Johnson if he is limited to having one vehicle for repair on
the property at any given time. Mr. Stenke stated that he had a bad experience in his previous
neighborhood with this type of a use and he does not want that to happen again in this
neighborhood.

ADJOURNMENT

Motion by Commissioner Bawden and seconded by Commissioner Thorud to adjourn the public
hearing.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Thorud, Deemer,
and LaDue. Voting No: None. Absent: Commissioners Hendriksen and Terry.

The public hearing adjourned at 7:50 p.m.

Respectfully submitted,

Sylvia Frolik
Acting Community Development Director

Planning and Zoning Commission Public Hearing / August 7, 1990
Page 2 of 2
