CC Regular Session Meeting Date: 12/13/2011 By: Diana Lund, Finance Information Title: Public Hearing and Adopt Ordinance Establishing the 2012 Schedule of Rates, Fees & Charges 6.4. Background: Effective June 30, 1991, Ordinance #91-08 amended S7.01.10 of the City Code to allow the City Council to annually set fees. The City is allowed to annually adopt the Schedule of Rates, Fees and Charges by Resolution, but the City has chosen to adopt its entire schedule by ordinance. Ordinance adoption provides the opportunity for comments at a Public Hearing and gives adequate time (30 days) before the rates go into effect. The attached ordinance was introduced at the November 22, 2011, City Council meeting with a Public Hearing to be held on December 13, 2011. The attached Schedule of Rates, Fees and Charges reflect the rates & fees to be charged by the City for services beginning January 16, 2012. The city is currently undergoing a thorough study of development/builder fees. A comprehensive sewer and water study is also being undertaken to determine the utility needs of the city and related fee structure. Based on the findings of all studies, the 2012 schedule may be brought back in 2012 for fee amendments. Again, all changes will be done by ordinance. Recommendation: Adopt Ordinance #11-XX- 2012 Schedule of Rates, Fees and Charges. Funding Source: None Required.
