Mr. Jankowski noted that deferring site improvements to a future date without requiring escrow <br />means that the City will have no control to see that the on-site improvements are made when the <br />street is improved. <br /> <br />Ms. Frolik also noted that Mr. Vevea's operation is limited to 16,000 square feet without a <br />sprinkler system, according to the Uniform Building Code. Mr. Vevea's proposal is for a facility <br />that will total more than 17,000 square feet. Ms. Frolik noted that the City does not have the <br />authority to waive requirements of the Uniform Building Code. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Bawden to recommend that <br />City Council approve Mr. Bernie Vevea's site plan for the expansion of Ve-Ve, Inc. pursuant to <br />the City Engineer's report dated October 11, 1990 with the following exceptions: <br /> <br />1. That the requirement for 50% other than metal exterior walls be waived. <br /> <br />2. That the requirement for a drainage plan be waived. <br /> <br />3. That the requirement for curbing and hard surfaced drive areas be waived until such <br />time as Azurite Street is improved with a storm sewer providing that the applicant places a <br />letter of credit with the City to guarantee future curbing and hard surfacing of the site. <br /> <br />4. That the requirement for a building design plan certified by a registered architect be <br />waived. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Bawden and <br />Deemer. Voting No: Commissioner Terry. Absent: Commissioners Hendriksen and Thorud. <br /> <br />Case # 2; <br /> <br />Request for a Conditional U~e Permit to Expand an Aluminum <br />Recovery and Processing Business: Case of Danny's Aluminum <br />Processing. Inc. <br /> <br />Mr. Otto recalled that the Planning and Zoning Commission conducted a public hearing regarding <br />Mr. Karst's request for an amended conditional use permit for his aluminum processing facility on <br />October 2, 1990. Mr. Otto stated that Danny's Aluminum Processing is operating under a <br />conditional use pemfit that was approved and issued by the City on April 25, 1989. <br /> <br />Mr. Otto explained that Mr. Karst is requesting a conditional use permit which would allow <br />expanded capacity of the operation by adding an additional furnace. Mr. Karst is also requesting <br />that the monitoring program laid out in the original conditional use permit be modified. <br /> <br />Mr. Otto noted that under the original conditional use permit, there were a number of site <br />improvements that were required of Mr. Kargt. All of the required site improvements have been <br />completed with the exception of turf establishment. Mr. Karst's efforts to seed the property were <br />unsuccessful and he has installed an irrigation system and will be installing sod in the spring of <br />1991. <br /> <br />Sewage needs on the property are currently being met utilizing holding tanks, however, the <br />applicant has indicated a desire to connect to sanitary sewer and municipal water. <br /> <br />Mr. Otto also noted that in 1989, the City received six incident reports regarding releases of smoke <br /> <br />PLANNING AND ZONING COMMISSION/OCTOBER 16, 1990 <br /> Page 4 of 11 <br /> <br /> <br />
