Case #1: Consider Amendment to Purchase Agreement — Suite Living <br /> HRA Executive Director Nelson reviewed the staff report. <br /> Development Manager Lazan advised the amendment includes a nonrefundable fee of $20,000 <br /> for the 60 -day extension and provided an update on earnest monies and fees paid to. date. He <br /> advised that Mr. Winges is performing due diligence for financing. <br /> Brian Winges, 4721 Fable Parkway North, Hugo, representing Suite Living, provided an update <br /> on the project and assured the HRA they are committed to proceed with this $20 million <br /> building. He indicated the site plan approvals included the flexibility to increase the number of <br /> rooms, within the existing footprint so another level would not be required. To allow winter <br /> construction, they plan to blanket the site. <br /> Development Manager Lazan indicated staff would bring forward an amendment to the license <br /> agreement to accommodate blanketing the site. <br /> Motion by Commissioner McGlone, seconded by Commissioner Wise, to approve the proposed <br /> Fourth Amendment to the Purchase Agreement with Toti Development and direct staff to <br /> execute the agreement. <br /> Motion carried. Voting Yes: Chairperson Elvig, Commissioners McGlone, Wise, Backous, <br /> Strommen, and Tossey. Voting No: None. Absent: Commissioner Ramsey. <br /> EXECUTIVE DIRECTOR'S REPORT <br /> HRA Executive Director Nelson provided an update on the feasibility work for the realignment <br /> of Sunwood Road and negotiations with Coborns. <br /> Development Manager Lazan provided an update on the Sunwood Road realignment feasibility <br /> study and work with WSB and Anoka County on lane alignment. <br /> HRA Executive Director Nelson reported on the two proposals for appraisals for the properties <br /> west of ArmStrong Boulevard. Following a brief discussion, the HRA indicated its preference to <br /> consider this matter as an agenda item at the December 13, 2011, meeting. <br /> HRA Executive Director Nelson reported on productive meetings held with parties interested in <br /> The COR, the positive media coverage on recent events, and upcoming agenda items. <br /> COMMISSIONER INPUT <br /> Chairperson Elvig reported on the successful opening of the VA Clinic and inaugural train stop <br /> in Ramsey. <br /> Housing and Redevelopment Authority / November 22, 2011 <br /> Page 2 of 3 <br />
