CC Regular Session 7. 4. <br />Meeting Date: 02/14/2012 <br />By: Brian Olson, Engineering/Public Works <br />Information <br />Title: <br />Consider Amendment to the Joint Powers Agreement with Anoka County Highway Department <br />Background: <br />The City entered into a Joint Powers Agreement (JPA) with Anoka County on May 12, 2005 for construction of <br />certain regional roadway improvements associated with Ramsey Town Center. One of the associated projects was <br />the upgrade of Armstrong Boulevard at TH 10, with planned upgrades similar to those already completed on <br />Ramsey and Sunfish Lake Boulevards. The Armstrong project was scheduled for construction in 2009; however <br />during the plan approval process in 2008 the City Council directed staff to investigate the option of constructing an <br />overpass instead of the proposed at grade improvements. The City Council agreed to a JPA revision on March 10, <br />2009, and City and County staff began investigating options for an Armstrong Boulevard interchange over the <br />BNSF railroad tracks and TH 10 with the chosen consultant WSB Engineering. <br />On Thursday February 24, 2011, there was a third open house scheduled and held for the interchange <br />improvements near the TH 10 / Armstrong Boulevard. Throughout the design process there has been much <br />discussion regarding the existing intersection of Sunwood Drive and Armstrong Boulevard. It has become apparent <br />that this intersection, which was originally scheduled to be a signalized intersection within the original Joint Powers <br />Agreement with the at grade improvements of TH 10/Armstrong, will not be a signalized intersection with the grade <br />separation. <br />Observations: <br />Since the Sunwood Drive realignment project reduces the ultimate cost of the interchange, the Anoka County <br />Regional Rail Authority through the Anoka County Highway Department has agreed to the terms of the attached <br />Joint Powers Agreement. This Joint Powers Agreement basically transfers the above mentioned $1.7 million for use <br />for the Sunwood Drive realignment and signalization project. <br />Recommendation: <br />Staff recommends approval of the attached ammendment to the Joint Powers Agreement with the Anoka County <br />Highway Department. <br />Funding Source: <br />N/A <br />Council Action: <br />Motion to approve the attached amendment to the Joint Powers Agreement with the Anoka County Highway <br />Department. <br />Proposed JPA Ammendment <br />Original JPA <br />Attachments <br />Form Review <br />Inbox Reviewed By Date <br />Kurt Ulrich Kurt Ulrich 02/09/2012 02:44 PM <br />
