HRA Special Meeting (Tuesday — immediately following CCWS — LIR) <br />• Consider Fifth Amendment to Purchase Agreement — Suite Living <br />• Consider 2012 ICSC ReCON Attendance and Budget <br />Council Update <br />Request for a New Business. Staff has received a request from a commercial property owner in <br />Ramsey, as to what types of licenses would be required to locate a Hookah Lounge within the <br />City. A Hookah Lounge, also called a Shisha Bar, is an establishment where patrons share <br />flavored "tobacco" from a communal hookah (water pipe) which is placed at each table. In <br />talking more with the applicant, it appears his establishment will be more of a coffee shop that <br />will also sell this flavored herbal tobacco and allow the communal smoking inside the shop. Due <br />to several state anti -tobacco laws, many Hookah Bars have made the transition from smoking <br />traditional shisha to smoking herbal shisha because it contains no tobacco or nicotine, and is legal <br />indoors in areas specific to the prohibition of tobacco smoking. Herbs do produce tar when they <br />burn. In a quick preview of the Minnesota Legislature Web Site, it states that smoking shisha <br />tobacco products are permitted in limited places. Staff has contacted the property owner to let <br />him know there is nothing in the City's Code that prevents this establishment and since this is not <br />tobacco, there is no license required. Staff would like to have a discussion with the Council about <br />whether or not there is an interest in adding a section to our tobacco license section dealing with <br />this type of business and whether or not there might be interest in restricting the number of <br />lounges. This item will be placed on a future agenda. <br />Charter Commission. Staff received notification from the Honorable John C. Hoffman, Chief <br />Judge of the Tenth Judicial District, appointing John Niederhaus and Chad Sivertson to the City's <br />Charter Commission.
