PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, December <br />4, 1990 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey regarding the <br />request for a conditional use permit to erect and maintain a HAM radio tower at 15705 Traprock <br />Street N.W.; case of Howard Rohs and James Monson. <br /> <br />Members Present: <br /> <br />Acting Chairman Terry Hendriksen <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Chairman Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Peter Raatikka, Hakanson Anderson Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public hearing to order at 7:36 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Howard Rohs and Mr. James Monson were present. <br /> <br />Mr. Monson stated his wish to purchase Mr. Rohs property and construct an amateur radio tower <br />on this property. He informed the Commission that he has been involved with HAM radio <br />communication about 12 years. He stated he would purchase Mr. Robs' property only if he was <br />granted a conditional use permit to erect and maintain the radio tower. He described the tower as <br />80 feet tall with antennas at the top and along the length of it. He explained that it is free standing <br />and there are no guy wires. <br /> <br />CITIZEN INPUT <br /> <br />Becky Peterson, 15801 Traprock Street N.W., Ramsey - commented that the residents had <br />received a letter regarding this issue and the conditional use permit request. She stated they talked <br />with both Mr. Rohs and Mr. Monson to gather information, however, she felt she needed to be <br />more informed on the subject and so she also contacted the FAA, Metropolitan Council, FCC and <br />Sylvia Frolik, Zoning Administrator for the City of Ramsey. She stated that FCC informed her <br />there could be no guarantee that there wouldn't be interference to the area residents from the radio <br />tower and that the range of interference is about 2-1/2 blocks. She then called the residents on the <br />block and they held a second meeting with 10 people representing seven households. She stated <br />that Mr. Monson was asked if he would compromise on the location of the tower and his reply was <br />that he couldn't compromise due to excessive cost and loss of communication power. She stated a <br />question about the potential dangers of the 1,000 watts output was raised by the residents and also <br />that there is a covenants preventing certain structures from being constructed in their development. <br />She expressed her concern with a possible decrease in property value, and the loss of the beauty <br /> <br />Public Hearing/P&Z/12/4/90 <br /> Page 1 of 2 <br /> <br /> <br />
