something for the future, for our children and future residents. He feels the future
residents will not think badly of an airport expansion. People using the airport will
generate other business for the City. We have a golden, opportunity to do something very
viable for our future. We could be identified by our atrport instead of the City with the
Landfill or the City with the used car lots on Highway #10.

Commissioner Powers stated he moved here a year ago. He saw Ramsey as a good place
to raise his family. He was on the list for the A&P Program at Flying Cloud but had to
cancel as the drive was 1-1/2 hours for three years, however, had the program been here at
Gateway, that would have been a different story. He stated he got on the Airport
Commission because he realized it was a chance to improve the City's future.

Commissioner Dahlin stated he's been with the Commission for three years. He was
initially interested because of Community Development. He stated the airport expansion
issue relates to economic development, education, community enhancement and money
generated. It affects Ramsey's future and also the surrounding communities. He also
explained that air shows attract 15,000 to 20,000 people which would benefit other
business in Ramsey. He also stated the airport could be used in emergency situations -
blood runs, injures, close to death patients and helicopters. However, training with the
hospitals would be difficult without the needed improvements. He explained that all
studies and statistics all mention direct benefits of an airport. He feels it's common sense
to go ahead with the improvements rather than eliminate or work backwards.

Commissioner Greenberg stated he's been a Ramsey resident since 1965. He's been on
the Commission since it was founded and he's seen a lot of growth in Ramsey. There's a
lot here that wasn't here in 1965.

Mr. Otto stated the Commission is looking for direction. They haven't updated MnDOTs
survey as they weren't sure how to respond.

Councilmember Cich asked Mr. Otto if he had some figures regarding the economic impact
of the Anoka County Airport.

Mr. Otto informed him that an economic impact study had been done at Flying Cloud and it
was significant, however, he didn't know about Anoka County Airport. He wasn't sure if
the numbers are available for Anoka.

Commissioner Barnes stated that the Anoka County Airport is busier than the Flying Cloud
Airport so the numbers have to be pretty close to the study done for Flying Cloud.

Commissioner Barnes stated that in the last five years, 25 to 30 hangars have been built at
Anoka which causes both a direct and indirect impact. Money comes from airports.
Because of the technical college, there is an 8 to 1 return on the money, not even taldng into
consideration the value of the land. The City will own it free and clear in 20 years.

A brief discussion ensued regarding the project cost.

Councilmember Cich relayed his feelings about the cost to taxpayers. He mentioned the
crosswind runway, road change, the bridge and the 29 homes that would be out. He
questioned what the airport would give the City in comparison to the taxes the 29 homes
would pay.

A citizen stated he spends $10,0130.00 a year for hangar and fuel.

City

Council/Airport Commission Meeting
June 6, 1990
