Charter Commission (1114): <br /> <br />It was mentioned that a Charter Commission member should be limited to two consecutive terms. <br />This is a matter that should be brought before City Council. <br /> <br />Elections (1141); <br /> <br />Councilmember DeLuca stated that off-year elections should be budgeted for and planned, as there <br />is no budget increase for staffing for off-year elections. It was also suggested that there should be <br />additional staffing at the more populated precincts. <br /> <br />The cost of the newly required voting machines was also discussed. The consensus was to include <br />an additional $3,000.00 for 1991 equipment costs. <br /> <br />Legal (1161); <br /> <br />The 1991 Budget Request included $100,000.00 above the general legal fees to cover the charges <br />for litigation involving the adult bookstore. <br /> <br />Administration (1130): <br /> <br />There are no new charges. The motor fuels expense was moved to building maintenance. <br /> <br />Councilmember Peterson asked about the budget request for supplies and what is being done to <br />keep costs to a minimum. Finance Officer Ashley stated that we use standardized supplies and that <br />special supply requests must be approved by a department head. We also use plain copy paper as a <br />standard as well as in the laser printer. Councilmember Peterson also suggested the possibility of <br />eliminating some hidden costs, such as reducing the amount of paper used in the production of <br />meeting agendas. <br /> <br />City Administrator Hartley is recommending hiring a consultant to review job descriptions and <br />compensation by a professional as it relates to comparable worth law. <br /> <br />The figure of $10,000.00 for labor negotiations seems quite high, although it is difficult to <br />estimate. Labor negotiations 1991 Budget Request was reduced to $5,000.00. <br /> <br />The funding for Site "P" opposition should come from the landfill trust fund and removed from the <br />administration budget. <br /> <br />Under the sub-heading of Dues and Subscriptions, "Anoka County Chamber of Commerce 1991- <br />1992" is a duplicate and should be deleted from the administration budget. <br /> <br />General Government Buildings (1194): <br /> <br />Finance Officer Sandra Ashley stated that she would like to see some improvements in the area <br />used by the senior citizens; specifically new carpeting and water damage repairs. Councilmember <br />Peterson mentioned that he would be in favor of a community center for the various civic <br />organizations to use; or perhaps use community room funds to add on to the existing facility at <br />Central Park. Councilmember DeLuca stated that the expenditure on such a facility would have to <br />be carefully examined beforehand (at the design stage) in order to keep costs at a minimum.
