Regarding any special training this officer may need, Chief Auspos stated the training comes <br />through experience and the officer would be chosen accordingly. Once the position of Sergeant is <br />filled, there would no longer be any need for an Acting Chief. Chief Auspos handed out a <br />Manpower Study report by Officer Jeff Arneson which justifies the request for another officer. <br />Chief Auspos outlined the number of officers he has now, their shifts, vacations, days off, etc. <br />He also stated that he's been looking at programs such as liaison officer with Anoka School <br />District, drug work, crime watch, etc. Chief Auspos reported that the basic functions of the <br />Sergeant on a normal day would be that of Patrol Officer. Regarding the use of a CSO - Chief <br />Auspos didn't see that addition as really freeing up a lot of the Officer's time. <br /> <br />Chief Auspos stated the Police Department currently has five vehicles - three marked vehicles, one <br />unmarked vehicle with squad equipment and one old unmarked vehicle for the investigator. Two <br />of the vehicles have approximately 65,000 miles on them. He suggested they could be resold or <br />recycled for the detective's car or added to the City maintenance fleet or they could both be sold. <br />Councilmember DeLuca asked the purpose for the unmarked car. Chief Auspos stated there is <br />better traffic control with an unmarked vehicle. <br /> <br />The issue of needed space was discussed and it was suggested that possibly the Police Department <br />or the Engineering Department might have to operate in a different location. <br /> <br />Regarding Civil Defense, Chief Auspos stated there are no projection figures from the County <br />beyond insurance and liability. The County maintains our Civil Defense System. We are <br />requesting volunteers to listen for the sirens on the first Wednesday of each month and report back <br />to the Police Department or City Hall as to whether or not the siren is in proper working order. <br /> <br />Regarding animal control, Chief Auspos explained that right now we have a contract with the <br />Humane Society, however, the City of Blaine is working on a joint powers agreement for animal <br />control. <br /> <br />Chief Auspos informed the Budget Committee that Chief Revering of the Anoka Police Department <br />requested funding from the City for the D.A.R.E. Project which teaches drug awareness to fifth <br />grade students. The cost is $11.45 per student which would amount to $2,576.25 from Ramsey. <br />The cost really couldn't be defrayed by participation because we have no officers who have gone <br />through the training. The position of D.A.R.E. is to emphasize education instead of enforcement - <br />it's a behavior modification program. Chief Auspos feels it is one of the ways to make a dent in <br />the drug usage six to seven years from now. <br /> <br />Updating the software system was discussed. Chief Auspos stated their system has to be <br />periodically updated in order to comply with the State's system. <br /> <br />There was a brief discussion regarding the revenue brought in by tickets, etc. and also possibly <br />adding a nominal charge when extra services are provided. <br /> <br />Presenter: <br />Topics: <br /> <br />Public Works Supervisor Merle Mevissen <br />Traffic Engineering, Street Maintenance, Snow and Ice Removal <br /> <br />Public Works Supervisor Mevissen explained the costs for traffic engineering and also that the <br />utility cost will go up with the semaphore on Highway #47 and County Road #116 to pay for. <br /> <br />Mr. Mevissen is asking for two additional employees. He stated he asked for two persons last <br />year and only got one for the parks department.. Councilmember DeLuca stated that <br />Councilmember Cich and himself were concerned with the time management of Public Works <br />employees.
