Councilmember Peterson expressed concern with falling behind on the assessing part with regards <br />to revenue, etc., and the turnaround time with regard to building permits. <br /> <br />Sylvia Frolik stated there are times when the Building and Assessing Departments need to carry <br />ladders, etc. and it's impossible to carry those items in a car. She feels a van could be well <br />utilized. <br /> <br />Mr. Hartley stated that the Engineering Department could make use of a van or a small truck also <br />and that the departments could share the vehicle. <br /> <br />Environmental Specialist Bruce Bacon presented his views on weed control and tree disease <br />control. Weed spraying and mosquito spraying was also discussed. He stated that his major <br />concern is to stress disease control and inform the public. He answers technical questions about <br />tree disease and all the different things that can impact tree disease. He stated that after the number <br />of years spent informing the City of the scope of disease, we still don't have a control plan. There <br />is a substantial loss of oak trees. He feels there has probably been a million dollars lost in property <br />value due to the Oak Wilt situation. People's positive attitude towards trees could be an important <br />cornerstone for a Community Development project. Brace stated he has requested an increase in <br />his hours because of the increased population and an increase in request for his time. He discussed <br />neighborhood meetings, Federal funding as far as writing a disease control plan for the City, <br />starting a Tree Board, computer training for himself and the value of wood chipping, etc. He <br />stated that some of these things such as wood chipping and neighborhood meetings could be done <br />in the off-peak season (winter). <br /> <br />Discussion ensued regarding the brash chipping program. It is not budgeted for 1991. That will <br />be discussed at another meeting. <br /> <br />Mr. Bacon stated he'd also like to call attention to a possible fee for open burning. <br /> <br />Presenter: <br />Topics: <br /> <br />Sandra Ashley <br />Debt Service, Carpet Requests, Intern Requests <br /> <br />Finance Officer Ashley gave the quotations she received regarding the carpet replacement. They <br />are as follows: Senior Citizen's area - $3,600.00; Community Development area - $2,600.00; <br />Council Chambers - $2,300.00; and Administrative Services area - $3,200.00 for a total of <br />$11,743.00. These prices also include labor. <br /> <br />GENERAL DISCUSSION <br /> <br />Mr. Hartley stated that once everyone's requests have been heard, he will review all of them and <br />deliver a balanced budget back to the Budget Committee. <br /> <br />Councilmember Peterson inquired if the revenues increased or decreased. <br /> <br />Finance Officer Ashley stated overall, revenues probably did not increase. <br /> <br />Discussion ensued regarding tax levies, etc. <br /> <br />Discussion took place regarding the Community Relations position. Mr. Hartley stated there are <br />several areas where this position would be extremely helpful.
