Mr. Brand promised that he would keep in touch with City Hall regarding the subject. <br />Councilmember Peterson stated that a park bond issue for improvements to the parks would need <br />the support of the Countryside Estates residents. Mr. Brand concluded by expressing the area <br />parents concern for safety of the children, because the once vacant land is now occupied. The <br />above mentioned petition was received by the secretary. <br /> <br />Discussion Topic: Balancing the Budget <br /> <br />Mr. Hartley began by mentioning that revenues are brought in primarily by property taxes and <br />secondly from license fees. Mr. Hartley requested that the Committee review the budget requests <br />and tell him what they feel is a high priority and he would do his best to keep the high priority <br />items included in the balanced budget. The following items were rated as high priority: <br /> <br />Personal Services: <br /> <br />Economic Development Commission - intern, Finance and Administrative Services - four interns, <br />Police Patrol Officer, Police Sergeant, Fire Department - Officer's Pay, Engineering - Intern, Street <br />Maintenance - two maintenance workers, Street Maintenance - Emergency Overtime, Snow & Ice - <br />Part time Wing & Driver, Snow & Ice - Emergency Overtime, Park & Rec - Part time employees, <br />Park & Rec - Emergency Overtime, <br /> <br />Services and Charges: <br /> <br />D.A.R.E. Program, Business/Developers Packet, Planning Consultant, Consulting Engineer, <br />Street Overlays and Seal Coating. <br /> <br />Capital Outlay: <br /> <br />Administration, Elections, Finance, Assessing, Data Processing, General Government Buildings, <br />Building Inspection, Tree Disease Control, cellular phones for Police (2), mini cassette recorders <br />for Police, storage shed for salt and salt/sand mixture, pick-up truck for Public Works, skid steer <br />loader with trailer (Bobcat), hydraulic truck conveyor, mobile radios (2) - shop hoist, battery <br />charger, safety storage cabinet, generator, push mower and a trailer to transport the mowers. <br /> <br />Additional Requests: <br /> <br />Lower Rum River Management Organization and Space Lease Cost for Police Department. <br /> <br />The following budget requests were rated as lower priority: <br /> <br />Personal Services: <br /> <br />New Clerk for Building Inspection and Assessing Departments, Planning and Zoning Intern, <br />Acting Police Chief pay, Street Maintenance - part time, Part time tree inspector and Increase hours <br />of Environmental Specialist. <br /> <br />Services and Charges: <br /> <br />Elk River Tennis Association. <br /> <br />Budget Committee Workshop/September 6, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
