consumed what would be equal to five full time engineers and the City is proposing to have a staff <br />of three. Therefore, the City will be continuing to utilize consulting engineering services on those <br />projects that can be billed back to the applicant. <br /> <br />Finance Officer Ashley and City Engineer Jankowski noted that Hakanson, Anderson Associates is <br />currently being used as a staff liaison with the Park and Recreation Commission and recommended <br />that an on-staff person from the City of Ramsey should be designated to x0ork with the Park <br />Commission. <br /> <br />Environmental Specialist Bruce Bacon noted that no dollars have been allocated for tree disease <br />control in 1991. Mr. Bacon stated that there is a grant program called "Oak Wilt Suppression". <br />Mr. Bacon estimated that the cost to prepare documents to enter the grant program would be <br />approximately $2,000.00. Once the City has been accepted into the program, the money spent on <br />tree disease control is recoverable. <br /> <br />Councilmember Peterson stated that he does not know enough about the program at this point to <br />include it in the budget, but he is willing to meet with Mr. Bacon to review tree disease control <br />programs and necessary funding. <br /> <br />Claudia Dodge was present and stated that as a way of retaining her Community Education budget, <br />she is proposing to assume the responsibilities of publishing the City newsletter. Claudia stated <br />that the City would be budgeting $12,000.00 in 1991 to cover the printing costs of the newsletter. <br />Claudia stated that she can have the newsletter printed at the school district print shop at a cost of <br />approximately $4,000.00 per year. Her staff would be responsible for coordinating the contents of <br />the newsletter and the mailing the costs for the newsletter would remain the same. <br /> <br />Mr. Hartley noted that there may be a conflict in printing scheduling at the school district and the <br />City may have to pay for another printer to print the newsletter. Allowing for that, the City should <br />budget an additional $2,000.00 above the $4,000.00 needed for the school district to print the <br />newsletter. <br /> <br />Claudia Dodge noted that she will continue to put effort into the Key Communicator Program as <br />well. <br /> <br />Mr. Hartley noted that the budget includes a request for a Recycling Coordinator. Mr. Hartlcy <br />explained that at the present time, a substantial amount of the Project Manager's time is used for <br />coordinating recycling projects. The source of funding for the Recycling Coordinator would be the <br />Landfill Tipping Fee Fund. <br /> <br />Councilmember Peterson suggested that a job description for the Recycling Coordinator be drafted. <br />He also noted that it may be possible for this person to assume some economic development duties <br />as the newsletter coordination originally proposed for this position will be assumed by the <br />Community Education Department. <br /> <br />Councilmember Peterson noted that the budget should be corrected to reflect the Recycling <br />Coordinator will not be responsible for coordinating the publication of the City newsletter. <br /> <br />It was noted by the Budget Committee that under Services and Charges, the funding requested for <br />a business/developer's packet was not approved.
