NOTE CITY COUNCIL MEETING MINUTES (Continued)

3.
4.
5.

City Council public hearing and regular meeting minutes dated January 9, 1990.
City Council special meeting minutes dated January 16, 1990.
City Council public hearing and regular meeting minutes dated January 23, 1990.
City Council special meeting minutes dated January 24, 1990.

COMMISSION BUSINESS

Case #1:

Star City Update,

The Business Retention and Expansion Survey results have been compiled by the State of
Minnesota and the report was distributed by Jim Gromberg. The Commission reviewed the report
and discussed it.

The procedure for the selection of a marketing team was discussed. The need to assess the types
of businesses to target was also touched upon.

This case will be continued at the next regular meeting of the Economic Development Commission.

Case #2:

Business Visitations.

Project Manager James Gromberg remarked that a prime directive of the Economic Development
Commission is to provide the communication link between local businesses and City Council. It
was cited that the Business Retention and Expansion Survey provided an excellent vehicle for this
communication link. It was mentioned by some of the Commissioners that many businesses
require rather intensive assistance (with matters such as expansion) from City Staff and
Commission members. In the process of surveying area businesses, it was related to the
Commissioners that any governmental process can be intimidating to the business person.

Commissioner Gorecki suggested that the Economic Development Commission make it known to
local businesses that they are welcome at the monthly meetings.

It was the feeling of the Commissioners that the business visitations could be made less formal
than they are with the Star City Format. The Commissioners discussed the means by which this
could be accomplished. It was also declared by Commissioner Greenberg that confidentiality is a
major issue as the Economic Development Commission needs to maintain a high level of
credibility. The local businesses must be confident that the Commissioners will not divulge
information regarding sensitive issues, but would be able to direct them to the proper people to
answer their questions.

Project Manager James Gromberg stated that at this point in time, the format for business
visitations could be set up in any manner that the Economic Development Commission feels is
most effective.

This case will be further discussed at the next regular meeting of the Economic Development
Commission.

Case #3:

Subcommittee Reports.

This case was tabled due to lack of time.

Economic Development Commission / February 14, 1990
Page 2 of 3
