Mr. Hartley stated that another option to creating multiple zonings to address rural and <br />urban properties separately is to rezone to simple residential, industrial or business and <br />create performance standards that would be applicable depending on whether or not a <br />property has urban services. <br /> <br />Mr. Otto then reviewed the current sewer connection status and indicated that the City <br />should have a sufficient number of REC's (Residential Equivalency Connections) to <br />accommodate development through 1991 in the urban area. <br /> <br />Mr. Otto proceeded to review current and future transportation accomplishments, some of <br />which include the Rum River Bridge, east/west extension of 153rd Avenue, preservation of <br />a Mississippi River bridge corridor and the extension of McKinley Street from Anoka into <br />Ramsey. <br /> <br />Mr. Otto stated that in response to concerns expressed by developers, the City devised a <br />trails and parks map for developers to refer to when platting. Ramsey is on the low range <br />of providing recreational facilities for it's young people. One option is to formalize <br />agreements with schools to assure that the facilities there will continue to be there; another <br />option is the 70 acres north of the landfill dedicated to recreational use if the ski hill does <br />not become a reality. <br /> <br />Mr. Otto stated that another issue to reviewed is the amount of multiple family zoning. <br />There are 90 acres zoned for multiple residential which puts a tremendous amount of <br />pressure on the City as far as law enforcement, school facilities and recreational facilities. <br /> <br />Mr. Hartley stated that the Economic Development Commission and the Parks and <br />Recreation Commission should review their respective elements of issues discussed at this <br />meeting as soon as possible and channel their recommendations to the Planning and Zoning <br />Commission. <br /> <br />Mr. Hartley stated that per a request of the Economic Development Commission, he will be <br />contacting the various boards and commissions to schedule a meeting to discuss matters of <br />ordinance interpretation, conditional use permits, platting and subdivisions, etc. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 9:30 p.m. <br />Respectfully submitted, <br /> <br />Sylvia Frolik <br />Planning Assistant <br /> <br />David Hartley <br />City Administrator <br /> <br />City Council/March 21, 1990 <br /> Page 3 of 3 <br /> <br /> <br />
