Committee dated March
21, 1990.
City Council special joint meeting minutes with Planning & Zoning, Economic
Development and Park and Recreation Commissions dated March 21, 1990.

The City Council meeting minutes were duly noted. The City Council joint meeting minutes with
the Planning & Zoning, Economic Development and Park and Recreation Commissions were
discussed at length. The Economic Development Commission will direct suggestions for the new
Comprehensive Plan to the Planning and Zoning Commission.

Chairman Wagner would still like to set up a joint meeting with City Council and the Planning and
Zoning Commission. The Economic Development Commission will hold a special meeting on
Monday, April 23, 1990 to determine the agenda for the requested joint meeting.

Commissioner Greenberg suggested a tour of the Industrial Area by the Economic Development
Commission prior to the special meeting of Monday, April 23, 1990.

Motion by Commissioner Greenberg and seconded by Commissioner Fults to direct Project
Manager Jim Gromberg to investigate procedures of Ramsey obtaining a road right-of-way in
order to preserve it for continuing the bridge alignment.

Motion carried. Voting Yes: Chairman Wagner, Commissioners Greenberg, Fults, Gorecki and
Hardin. Voting No: None. Absent: Commissioners Ippel, Muller, Vevea and Wiley.

COMMISSION BUSINESS

Case 4/1:

Business Visitations.

Project Manager Jim Gromberg distributed a list of problems identified in the Business Retention
and Expansion Survey and some possible solutions. The Commissioners discussed the variety of
complaints and whether or not the City alone would be able offer the solution.

The upcoming business visitations planned by the Economic Development Commissioners are not
in connection with the Star City Program, but rather to make the Economic Development
Commission a visible, approachable entity. They are also designed to develop a more personal
relationship between the business and the Commission. It should encourage a more positive view
rather than concentrating only on the negative.

Chairman Wagner directed Project Manager Jim Gromberg to assemble a sample form for the next
regular meeting in May.

Case #2:

Subcommittee Reports.

This case was tabled due to lack of time.

Economic Development Commission / April 11, 1990
Page 2 of 3
