COMMISSION BUSINESS

Case gl:

Discuss Proposed Zoning Action.

The Economic Development Commissioners were given a copy of the Anoka Zoning Ordinance for
the McKinley Street area in the agenda packet for review. The Commissioners felt that the area East
of Sunfish Lake Blvd. and West of the Anoka City Limits and South of Industry Avenue should
remain a traditional industrial area. They also reviewed the list of Anoka's permitted uses that did
not require a conditional use permit. The consensus of the Commission was that a requirement for
a conditional use permit delayed the time it takes to process site plans when a business is already
pressed for time.

The Commission's consensus was to recommend adoption of the list of Anoka's permitted uses in
that area and other uses would require a conditional use permit. It was also noted that an inventory
should be taken of the existing businesses to assure that they are permitted uses.

The matter of screening/fencing was also discussed. The storage of a feeder supply on the
premises may be offensive to the neighbors of the industrial site owner. The suggestion was to
apply a variable 6 to 8 foot fencing/screening requirement dependent on the use.

Chairman Wagner also suggested placing a time limit on the replacement of dead trees and shrubs.
In order to allow for the limitations of the growing season, there was a suggestion to allow 60 days
after time of notification to make arrangements for the replacement of said plants.

Performance standards were noted as well. It is possible that we could use Anoka's as a guideline.
The paragraph regarding architectural control was very vague as an example. The Economic
Development Commissioners present felt that if we had such a standard it should be more specific.
The subject of security lighting should also be addressed, if applicable.

It was also the consensus of the commissioners present that possibly multi-family zoning could be
used as a buffer area between single-family residential and industrial.

COMMI$$IQN INPUT

Commissioner Greenberg feels that we need some facilities for senior citizens. Perhaps a limited
care facility, with meals and a nurse available. A prime location would be close to a shopping area,
a park and other conveniences.

ADJOURNMENT

Chairman Wagner adjourned the special meeting of the Economic Development Commission at
8:53 a.m.

Respectfully submitted,

Colleen C.
