3) <br />4) <br />5) <br /> <br />City Council public hearing and regular meeting minutes dated June 12, 1990. <br />City Council regular meeting minutes dated June 26, 1990. <br />City Council special meeting minutes dated July 10, 1990. <br /> <br />COMMISSION BUSINESS <br /> <br />Case gl; <br /> <br />McKinley Street Extension. <br /> <br />The Economic Development Commission will be holding a special meeting with affected <br />landowners on Monday, August 20, 1990 at 7:30 a.m. The subject matter of this meeting will <br />revolve around the rezoning proposal. <br /> <br />Case #2: <br /> <br />Economic Development Authority. <br /> <br />Mr. Gromberg presented the case. The members of the Commission had a number of questions on <br />the formation of an Economic Development Authority, particularly in which ways it could change <br />the role or existence of the Economic Development Commission. Mr. Gromberg mentioned that it <br />is possible that the Economic Development Commission would become an advisory commission to <br />the Economic Development Authority rather than to the City Council as it is presently. <br /> <br />Commissioner Greenberg feels that the Economic Development Company should not be dissolved <br />if an Economic Development Authority were formed, part of the reason being that the Economic <br />Development Company has the funding to sponsor annual events such as Business Appreciation <br />Day and the Ramsey Business Expo. <br /> <br />Commissioner Fults had several questions with regard to the structuring of an Economic <br />Development Authority; such as to whom do they report and once appointed, can they be removed <br />from the position. Mr. Gromberg replied that such items could be written into the bylaws. <br /> <br />The Commissioners wanted to know what abilities an Economic Development Authority would <br />have versus City Council or the Economic Development Commission or possible even a Housing <br />and Redevelopment Authority. Commissioner Hardin would like to see a listing of precisely <br />which powers an Economic Development Authority would have. <br /> <br />Mr. Gromberg would encourage City Council members to be a part of the Economic Development <br />Authority. <br /> <br />Chairman Wagner feels that many questions have been raised on this subject. Additionally, <br />Chairman Wagner directed Mr. Gromberg to find out if there are any other cities in our area that <br />have Housing and Redevelopment Authorities. <br /> <br />Case #3; <br /> <br />Star City One Year Action Plan and Five Year Plan. <br /> <br />Commissioner Gorecki stated that a correction is in order with regard to the amount of snowfall in <br />the climate section; it should state that annual snowfall is approximately 60 inches. <br /> <br />Chairman Wagner suggested that one of the goals of the One Year Action Plan should be a city- <br />wide business association rather that an auto sales association. <br /> <br />Economic Development Commission / August 8, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
