COMMISSION BUSINESS

Case #1: Appointment to the Economic Development Commission.

Mr. Zillinger was interviewed by the Economic Development Commission. He briefed the
Commission on his present job activities and is serving on a number of committees within the
company. Mr. Zillinger told the Commission that he has been living in Ramsey for about two
years now and has a desire to become more involved in the community.

Motion by Commissioner Greenberg and seconded by Commissioner Vevea to recommend to the
City Council appointment of Monte Zillinger to the Economic Development Commission to a term
expiring on January 31, 1992.

Motion carried. Voting Yes. Chairman Wagner, Commissioners Gorecki, Vevea, Greenberg and
Nelson. Voting No: None. Absent: Commissioners Fults, Hardin and Muller.

Case #2: Discuss Adult Use Zoning.

Project Manager James Gromberg opened the case discussion by reminding the Commission that
some area must be zoned to be available for adult uses because to zone it out of existence would be
unconstitutional. According to the rezoning proposal, any adult use must maintain a distance of
750 feet from other adult uses and any area frequented by minors. There is a proposal that would
create two new zoning districts (B-3 and B-W) that would allow adult uses.

The Commission and Mr. Gromberg discussed what types of businesses were allowed in the
proposed zoning districts. Commissioner Gorecki viewed these proposals as sacrificing part of
our industrial area for adult use businesses. Mr. Gromberg stated that the Economic Development
Commission must examine the allowable uses in the proposed zoning districts and compare them
with the existing businesses so as not to preclude them from the zoning district or make future
expansion and improvements difficult. Commissioner Gorecki mentioned that the proposed light
industrial district seems to be set up for established businesses with more capital. We need to have
space for growing small businesses who are quite possibly just moving out of their garages. We
could leave the proposed light industrial district as is and just add on adult uses. Mr. Gromberg
mentioned that we do not need to open all of the industrial district to adult uses.

Commissioner Greenberg asked if it was possible for the Economic Development Commission to
meet with the Planning and Zoning Commission on October 22, 1990 just before their special
meeting in order to define the specific areas and precisely how they will be zoned.

Chairman Wagner directed Mr. Gromberg to draft a letter to the Planning and Zoning Commission
requesting a joint meeting of the Economic Development Commission and the Planning and Zoning
Commission and to include in the letter the concerns of the EDC; such as including existing area
businesses in the zoning proposal. A copy of this letter will also be forwarded to the Economic
Development Commissioners.

Commissioner Nelson dismissed herself from the meeting at this time.

Economic Development Commission / October 10, 1990
Page 2 of 3
