Mr. Gromberg explained that it was not in the plans to disband the EDC. The EDC, and the <br />Economic Development Company would remain in existence even with the formation of an EDA. <br /> <br />Commissioner Fults stated that he would like more facts before making a recommendation to City <br />Council. <br /> <br />A discussion ensued regarding the reasons for the formation of the Economic Development <br />Company and its powers. <br /> <br />Mr. Gromberg noted that an EDA can make loans to businesses. <br /> <br />Motion by Commissioner Hardin and seconded by Commissioner Fults to recommend to City <br />Council to pursue the formation of an Economic Development Authority as well as to review the <br />proposed resolution with the Economic Development Commission prior to adoption of an <br />ordinance forming an Economic Development Authority. <br /> <br />Discussion ensued regarding whether or not other advisory commissions will be sending <br />recommendations to City Council. Mr. Gromberg said that the Economic Development <br />Commission was the only commission from which a recommendation was requested. <br /> <br />Commissioner Fults stated that he believes we need other media besides the newspaper to inform <br />the individuals who could utilize the services of an Economic Authority. <br /> <br />Motion by Commissioner Hardin and seconded by Commissioner Fults amended as follows: To <br />recommend to City Council to pursue the formation of an Economic Development Authority as <br />well as to review the proposed resolution with the Economic Development Commission prior to <br />adoption of an ordinance forming an Economic Development Authority as well as to address the <br />structuring and authority of the Economic Development Authority and what impact it has had on <br />taxes in other communities that have an Economic Development Authority. <br /> <br />Motion carded. Voting Yes: Chairman Wagner, Commissioners Fults, Hardin, Muller, Nelson, <br />Vevea and Zillinger. Voting No: None. Absent: Commissioners Gorecki and Greenberg. <br /> <br />Case #2: Rezoning of Property to Heavy Industry. <br /> <br />Mr. Gromberg informed the Economic Development Commission that City Council is still <br />reviewing rezoning. Currently, zoning for heavy industry is being discussed. Mr. Gromberg <br />noted that the City of Ramsey has no zoning specifically for heavy industry; we classify it as <br />"Industrial" which is a rather generic term. <br /> <br />Chairman Wagner feels that the situation should be addressed by the Planning and Zoning <br />Commission. <br /> <br />Mr. Gromberg stated that the area East of Sunfish Lake Boulevard has been removed from the B-3 <br />and B-W District zoning proposals and is proposed as light industrial. <br /> <br />Commissioner Fults inquired as to whether or not the County of Metropolitan Council could dictate <br />zoning at boundaries between cities. <br /> <br />Economic Development Commission / November 14, 1990 <br /> Page 3 of 4 <br /> <br /> <br />
