NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The following City Council meeting minutes were duly noted: <br /> <br />1990. <br /> <br />1) <br /> <br />2) <br /> <br />City Council public hearing and special meeting minutes dated September 5, <br />City Council regular meeting minutes dated September 10, 1990. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Expired Terms and Vacancy on the Economic Development <br /> Commission. <br /> <br />Commissioner Hardin was congratulated on his election to the Ramsey City Council. <br />According to City Charter, a member of City Council may not simultaneously hold a seat <br />on the advisory commissions. <br /> <br />Motion by Commissioner Gorecki and seconded by Commissioner Muller to accept the <br />resignation of Commissioner Hardin effective December 31, 1990 and to authorize <br />advertisement of commission vacancy. <br /> <br />Motion carded. Voting Yes: Chairman Wagner, Commissioners Fults, Gorecki, Hardin, <br />Muller, Nelson, Vevea and Zillinger. Voting No: None. Absent: Commissioner <br />Greenberg. <br /> <br />Motion by Commissioner Hardin and seconded by Commissioner Muller to recommend to <br />Ramsey City Council, the reappointment of Commissioners Darryl Fults, Steven Gorecki <br />and Donald Greenberg to the Economic Development Commission. <br /> <br />Motion carried. Voting Yes: Chairman Wagner, Commissioners Fults, Gorecki, Hardin, <br />Muller, Nelson, Vevea and Zillinger. Voting No: None. Absent: Commissioner <br />Greenberg. <br /> <br />Case #2: Presentation by City Assessor on Commercial Property Tax. <br /> <br />City Assessor John Keefe gave a brief history of property taxes and the evolution of the <br />various classifications of property in the State of Minnesota. The property tax value based <br />system is very stable and inexpensive to administer, especially compared with income and <br />sales taxes. The State of Minnesota determines the percentage of tax to be paid. The local <br />assessor determines the class and property value and the school district, county and city <br />establish a local mil rate. It is the responsibility of the assessor to assure consistent <br />assessments and is required to be as close to 100% of the actual value as possible. The <br />assessed market values can be adjusted by the County or State if the value ratios are <br />incorrect. There are three approaches that can be used to arrive at market value; the cost <br />approach, the market approach and the income approach. Cost and market approaches am <br />the primary way to arrive at a value for residential properties. The income approach is used <br />for commercial properties and is generally the most accurate for income property. <br /> <br />Assessments are subject to review if the property owner disagrees with value determined <br />by the assessor. There is a Board of Review at the City level, the County level and the <br />State level.
