18 Fire fighters are in tactical training - structure fires with state instructors (also smoke <br />trailers) <br /> <br />The amount of training hours and people were broken down: <br /> <br />6 people for 42 hours at Ham Lake <br />15 people for 30 hours at St. Francis <br />11 people for 88 hours at St. Francis <br />8 people for 56 hours at Andover <br />15 people for 60 hours at Coon Rapids <br /> <br />Mr. Bruen recommended six months of intensive team effort under experienced fire fighters. He <br />also stated that during this time, some arrangement should be worked out with Elk River and <br />Anoka regarding assisting with services. <br /> <br />Mr. Hartley commented he felt the Ramsey Fire Department needed more experience and training <br />but that the willingness and enthusiasm was there. He noted that the fire fighters take all the <br />training that is available for them. He extended an invitation to Chief Bickford and Chief Anderson <br />to sit down with Chief Hoeke and the Fire Board to discuss working out the mutual aid contract. <br /> <br />Chairman Pearson and Chief Hoeke extended thank you's to Mr. Bmen, Chief Bickford and Chief <br />Anderson for attending the meeting and also for their input. <br /> <br />Case #2: Responding Procedure <br /> <br />Ramsey Fire Department responds to car accidents, car fires, structure fires, cave-ins and other <br />miscellaneous accidents. The concerns are the length of time it takes to respond to a call, the lack <br />of tools, and the expertise of the fire fighters. The fire fighters stated they need proper rescue tools <br />to get the job done. They informed the board they are not asking the City to buy the tool <br />(extracation tool, a.k.a., "Jaws Of Life") as they have talked to the Ramsey Lions Club and they <br />will probably donate the money needed to the department. Chairman Pearson asked if the Fire <br />Department usually responded to car accidents. Chief Hoeke informed him that they are called to <br />about 80% of the accidents. <br /> <br />Discussion ensued regarding the budget meeting the Fire Board held in August where a rescue <br />vehicle and rescue tools were discussed. It was decided then that the department should not get <br />involved in rescue in 1990. There was enough to learn regarding fighting structure fires and there <br />would probably be no time for rescue training, plus the fact there would be no money in the 1990 <br />budget for any rescue equipment. The fire fighters felt the big issue seemed to be lack of money in <br />the budget for the tool. The fire fighters approached the Lions Club asking for the donation to buy <br />the extracation tool. The Lion's member in charge of fund raising said they should talk to City <br />Administrator Dave Hartley regarding the tool, and if it was okay for them to have it, the Lions <br />could fund it. The fire fighter's stated they had talked to Mr. Hartley and they were not told to <br />back off. They approached City Council with the idea. Mr. Cich stated he was very upset with the <br />fire fighters and Chief Hoeke for not going through the proper procedures when they wanted <br />something. Instead, they had gone directly to the City Council and made it sound like the Fire <br />Board wouldn't listen to their needs. He felt it made Chairman Pearson and himself look bad. Mr. <br />Cich also stated that if this type of thing happened again, he would see to it that Chief Hoeke <br />would be terminated along with the rest of the Fire Department. They should fa-st bring it up to the <br />Fire Board, then the Budget Committee (if funding is needed) and then a recommendation will be <br />made by the Fire Board or the Budget Committee to the City Council for whatever it is the Fire <br /> <br />Fire Board/February 14, 1990 <br /> Page 3 of 6 <br /> <br /> <br />
