Mr. Dave Griffin was dismissed and Mr. Douglas Powers was called in for his interview.

Chairman Pearson asked Mr. Powers how long he has been living in Ramsey and how long he has
been on the Ramsey Fire Department.

Mr. Powers replied he has lived in Ramsey one year and two months and has been on the Ramsey
Fire Department since October, 1989. He stated he has been a Fire Fighter with the City of
Minneapolis since February of 1986.

Upon inquiry, Mr. Powers stated he landed the position with the Minneapolis Fire Department
with skill and luck. It's based on a point system with an additional five points for veterans
preference.

Mr. Cich asked Mr. Powers what direction he planned for the Ramsey Fire Department if elected
the new Fire Chief.

Mr. Powers stated that overall there would be more training. Everyone would receive enough
training to become confident enough to make proper decisions. He would like to see the
Department acquire more equipment as time goes by. He stressed the importance of everyone
getting along within the Fire Department so that one could depend on the other.

Upon inquiry, Mr. Powers stated that some of his duties with the Minneapolis Fire Department
include EMT, medical emergencies, heart attack victims, shooting victims, maintaining equipment
on fire trucks, assist fire motor operator, driving truck if department is short of manpower, in
charge of equipment, serve as Acting Captain in charge on occasion, deal with general public and
make calls until the Chief comes in on the scene.

Upon inquiry, Mr. Powers explained his hours and stated that he can trade days so when he needs
to be here in the Ramsey Fire Department, he can arrange it. He said he really hadn't been trading
time as of yet as it hadn't been required.

Mr. Powers was dismissed.

Personnel Coordinator McAloney stated that Mr. Powers gave emergency training to the Rink
Attendants and that he did not follow through with things he said he would, nor did he call when
he said he would and was not available when he said he would be. She stated that it was
mentioned earlier that Mr. Powers was not attending drills and that he stated he had not been
required to trade any days. Ms. McAloney felt that if the Ramsey Fire Department drills and
trainings were important to him, he would have arranged to be at more of them.

Mr. Hartley stated that during his visit with Mr. Griffin previously, he talked about the drills and
trainings being mandatory. Mr. Griffin also felt that the morale of the Department would probably
go down because he will require people to do their job, however, he feels that in just a short time
the moral will come back up again. Mr. Hartley suggested that Dave Griffin is the person for the
job and that he will provide what we're looking for in a Fire Chief.

Ms. McAloney informed the Fire Board that if Mr. Griffin gets the position of Fire Chief, there is
the possibility of Mr. Powers leaving the Department.

Mr. Griffin and Mr. Powers along with the other members of the Fire Department who were
present were called back in to the meeting.

Motion by Mr. Cich and seconded by Mr. Spence to appoint Mr. David Griffin as Fire Chief for
the City of Ramsey Fire Department.

Fire Board/August 14, 1990
