FIRE BOARD <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Fire Board conducted a special meeting Tuesday, December 4, 1990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey Minnesota. <br /> <br />Members Present: <br /> <br />Chairman A1 Pearson <br />Boardmember Jayme Spence <br />Boardmember A1 LaTour <br />Boardmember Steve Wilson <br />Boardmember David Bawden <br />Boardmember Richard Cich <br /> <br />Also Present: <br /> <br />Fire Chief David Griffin <br />City Administrator David Hartley <br />City Attorney William Gooch-ich <br />Finance Officer Sandra Ashley <br /> <br />CALL TO ORDER: <br /> <br />Chairman Pearson called the special Fire Board meeting to order at 5:30 p.m. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Boardmember Cich and seconded by Boardmember Bawden to approve the agenda as <br />submitted. <br /> <br />Motion carried. Voting Yes: Chairman Pearson, Boardmembers Cich, Bawden, LaTour, Spence <br />and Wilson. Voting No: None. <br /> <br />BOARD BUSINESS <br /> <br />Case #1: Fire Relief Association By-Laws <br /> <br />Fire Relief Association By-Laws Option A and Option B were handed out at the beginning of the <br />meeting. <br /> <br />City Administrator Hartley stated that City Attorney Bill Goodrich has been working with the <br />Ramsey Fire Fighters on the Relief Association By-Laws. He explained that the main question that <br />has to be answered now is whether to choose Option A which is Defined Contribution or Option B <br />which is Defined Benefit. He stated that Attorney Goodrich would explain the options. <br /> <br />City Attorney Goodrich explained what is needed to receive state funds is to be able to prove the <br />City has a certified fire department, therefore it is not necessary to rush and adopt the By-Laws <br />before the end of the year to assure the funding. The money would go to the City and the City <br />would then transfer the funds at a later date when the By-Laws have been adopted. He also <br />explained that the By-Laws were patterned after the City of Fridley's By-Laws and then they (he <br />and the Fire Fighters) tailored them for the City of Ramsey. <br /> <br />Fire Chief Griffin stated that depending upon which option is chosen decides how the money is <br />distributed and he reiterated if there is no relief association established, the state funding goes into a <br />special fund to be transferred at a later time. <br /> <br />Boardmember Cich asked if the money is tax exempt to which Chief Griffin replied yes, it is. <br /> <br />Fire Board/December 4, 1990 <br /> Page I of 6 <br /> <br /> <br />
