He recommended that the Commission accept
cash to satisfy the park dedication for the entire parcel.

The consensus of the Commission was to satisfy park dedication requirements in cash in the
amount of 5% of the fair market value for each new lot created (Lots 1 and 2). Further
investigation indicates that park dedication has not been paid for Lot 3, Brooks Superette, thus
these fees should also be collected unless owner of said property can prove payment of these
fees.

Case #2 Review the 1990 Parks and Recreation budget: Sandra Ashley
Finence Officer.

Sandra Ashley handed out a copy of the 1989 Capital Expenditures for Parks and Recreation as of
12/11/89 along with a Statement of Revenue, Expenditures and Changes in Fund Balance as of
12/31/89 for the Commission to review.

Sandra Ashley noted that there were 2 donations made to the City to be used for the youth of
Ramsey. She also explained that the City Council will have to formally designate the money to
Parks and Recreation.

Ashley stated that the budgeting process will take a little longer this year because the City is
going to ask the advisory people for any information they would like to express concerning the
budgeting process. She also told the Commission that one idea is to have the Ramsey Resident
publish the dates for the Park and Recreation budget public hearing in time to give the resident
that are interested time to prepare for the meeting

Merland Otto suggested that the Parks Commission start setting up their 1991 budget at the May
meeting.

Ron Hetland noted that there were a few items on the reports that were designated to the wrong
fund.

Sandra Ashley explained that in order to change a fund the Park and Recreation Commission has
to make a recommendation to the City Council asking for it to be reclassified.

PARK AND RECREATION COMMISSION/JANUARY 11, 1990
Page 2 of 3
