2 ) Planning and Zoning public hearing meeting minutes dated September 4, 1990.

COMMISSION BUSINESS

Case #lA: KAB AdoDt a Park Program.

Kathy Peterson, representative of the KAB Committee, addressed the Park and Recreation
Commission with the possibility of starting an Adopt a Park Program. She stated that this
would be very similar to the Adopt a Highway Program. She said that several businesses
have expressed an interest but that she wanted to get some input from the Park and
Recreation Commission before beginning the program. She also informed the Commission
that she was gathering information from other cities that have the program in effect and
that she would be willing to show that information at the next meeting.

Merland Otto suggested checking the five year plan to see if there are other items where
cost sharing might be appropriate and cited the example of cost sharing on the fishing
pier.

The consensus of the Commission was to review the information Kathy Peterson collects
regarding the Adopt a Park Program at the next Park and Recreation meeting.

Case #1 Countryside Estates .Pro.Dosed park improvement.

Merland Otto explained that in the 1990 budget there is $7,500.00 set aside for park
equipment for Countryside Estates, located in the Sorteberg 6th Addition. City Engineer
Steve Jankowski met with the residents and they requested tot-lot equipment be
purchased for the park.

The consensus of the Commission is to recommend to the City Council the purchase of tot-
lot equipment.

case #2 Park ~se fees.

Mark Boos presented the Commission with the draft policy and the permits he feels should
be used by the City of Ramsey and stated his concerns regarding the fact that the City does
not charge for the use of their ballfields at this time.

Commissioner Swokowski stated that the wording of the liability waiver on the facility
permit that is currently being used does not cover a person who may be injured that is not
with the group listed on the permit. He suggested making sure the new permits are
reworded to cover others at the park at the same time.

Commissioner Swokowski asked how the City was going to monitor the ballfields with
regard to the damage deposit.

Mark Boos informed him that at the present time the ballfields are checked prior to use
and also after use and if everything is in order, the $200.00 deposit is given back.

The consensus of the Commission was to forward the draft policy and permit to the City
Council with the addition that the City will require proof of insurance at the time of the
permit application.

PARK AND RECREATION COMMISSION / OCTOBER 10, 1990
PAGE 2 OF 3
