PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, February
7, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota
regarding Mr. Richard Sybrant's request for preliminary plat approval of The North Forty Second
Addition.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Terry Hendriksen
Mr. Charles LaDue
Mr. Jim Holm
Mr. Roy Shumway
Mr. Michael Terry

Also Present:

Community Development Director Mark Banwart

Members Absent: Mr. Jim Howell

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 7:35 p.m.

CITIZEN INPUT

Lynn Pohlman - 15750 Kangaroo Street N.W. - Requested seeing the preliminary plat layout;
expressed concern for tree line between Whispering Pines and North Forty; inquired as to access
for North Forty.

The plat was displayed in Council chambers; 158th would be extended through Whispering Pines
into The North Forty for access.

Mr. Sybrant noted that all cul-de-sacs are intended to be temporary and developed as through
streets when the adjacent parcels develop.

Nancy Danielson - 8350 158th - Stated that opening up the cul-de-sac as a through street to The
North Forty 2nd Addition will substantially reduce her property value.

Mark Banwart stated that he will research and report back to Nancy Danielson the intent for the
158th cul-de-sac but he is sure that it was intended to be developed as a through street when the
adjacent parcel developed.

Dan Pavlik - 8550 156th - Stated that what is designated as 'park' on The North Forty plat abuts
his property; inquired as to the plans for this area designated as park; if it is to be developed as a
multi-use trail, he is concerned about use of it by motorized vehicles and the amount of trail traffic.

P&Z Public Hearing/February 7, 1989
