Mr. Miller stated that the chipper is capable of handling 1200 car tires and 300 truck tires <br />per hour. The permit application includes the storing of up to 60 tons (3 truckloads) of <br />shredded tires on the site. Fire protection plans include the storing of 1000 cubic yards of <br />sand on the site; readily available bulldozers and front end loaders; staff on-call 24 hours a <br />day. <br /> <br />Mr. Miller stated that the process consists of feeding the tires into the shredder by conveyor, <br />then passing the tires through a classifier that reduces the material to 2"x2" chips and then <br />the chips leave the machine by conveyor. The shredder can process 4.5 - 5 tons of chips a <br />day. <br /> <br />Mr. Miller stated that the maximum amount of time the tires will be stored on site is 6 <br />weeks; mosquito breeding time is anywhere from 36 hours to 3 months. <br /> <br />Mr. Miller stated that the db reading at the north and east property lines of the site was <br />virtually zero. The facility would be open from 7:00 a.m. to 6:00 p.m. There would be no <br />chipping after 6:00 p.m. but transporting the chips from the site may take place up to 8:00 <br />p.m. <br /> <br />CITIZEN INPUT <br /> <br />Wayne Swenson - 6450 153rd Lane - Referred to the State program for cleaning up tire <br />dumps in the State and inquired if all tires from the 217 tire dumps will be brought to the <br />Ramsey site for shredding. <br /> <br />Mr. Miller replied that the shredder is a mobile unit and will be transported from site to site <br />for chipping operations. Tires brought to the Ramsey site will be waste tires recently <br />generated in the metro area. The shredder is programmed to be in Ramsey one week out of <br />every 6 weeks. If more than 70,000 tires accumulate on the site in 5 weeks, the State and <br />the County can shut the operation down. The 70,000 tires can be disposed of in one week. <br /> <br />William Rybak - 16540 Coquina Street N.W. - Inquired as to what happens if the shredder <br />breaks down or is damaged in transport. <br /> <br />Mr. Miller replied that there is a back-up machine in Wisconsin that can be transported to <br />Ramsey as soon as a transit permit is obtained. <br /> <br />Harold Zupon - 6285 143rd Lane - Stated that he has been involved in auto recycling and <br />he knows that discarded tires attract rodents in a short amount of time. <br /> <br />Mr. Miller replied that license conditions of the landfall would apply and they require hiring <br />an outside service for rodent control on a monthly basis. A letter from the Metropolitan <br />Mosquito Control District (MMCD) dated March 1, 1989 indicates that mosquitos will not <br />be a problem; inspections will be performed regularly and if mosquitos are found, Waste <br />Management will be billed for spraying costs. <br /> <br />Harold Zupon - Stated that monthly inspections and control will not address mosquitos that <br />breed in 36 hours. <br /> <br />Planning & Zoning Public Hearin~arch 7, 1989 <br /> Page 2 of 7 <br /> <br /> <br />
