on Monday, March 13, 1989.

Case #6: Request For Preliminary Plat Approval Of The North Forty
2nd Addition; Case Of Mr. Richard Sybrant:

This case was withdrawn from the agenda at the request of the applicant.

Case g7: Request For Preliminary Plat Approval Of Wildwood Acres;
Case Of Mr. Clayton Berg:

The Commission reviewed a letter dated March 6, 1989 from Mr. Lawrence Thole
regarding his concern with the impact of Wildwood Acres on the drainage of his property.

The Commission proceeded to review the City Engineer's report dated February 27, 1989.

Mr. Banwart noted that Staff is recommending providing some means on the west side of
Lot 4 to connect drainage areas.

Sherri Thole - 17440 Gibbon Street - Stated that her property is at the tip of a 100 year
flood plain; her property is surrounded by a series of ponds and a drainage area; all water in
the area flows to her property and then into a culvert system; any filling of lots in
Wildwood Acres will increase the flow of drainage to her property and it is at maximum
now.

Karen Ross - 17540 Gibbon - Stated that the water table in the area is right at her basement
floor.

Chairman Zimmerman noted that drainage problems in the area could be due to a plugged
drainage ditch.

Mr. Berg explained his engineer's plans for drainage in Wildwood Acres; those plans
indicate that drainage will flow towards the street because there is a 10 foot fall elevation
running to the south side of the plat.

Chairman Zimmerman noted that the drainage plans for Wildwood should alleviate some of
the water problems in Deerwood.

Sherri Thole - Stated that it appears when Dick Carson developed Deerwood, the code
relating to water tables was not enforced.

Lawrence Thole - Stated that the County spent $50,000 to study the drainage ditch in the
subject area and determined that nothing can be done to improve area drainage.

Mr. Berg noted that DNR's report indicates a conditional use permit would be necessary
for any filling in of wetlands; the Wildwood plat includes no filling of wetlands.

Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to
recommend preliminary plat approval of Wildwood Acres contingent upon compliance with
the City Engineer's report dated February 27, 1989 and providing a drainage connection
along the west side of Lots 4 and 11, Block 1.

Planning & Zoning Commission/March 7, 1989
Page 7 of 8
