Ms. Watson stated that Mr. Karst is committed to operating his business in the most <br />environmentally safe way possible. The type of service Mr. Karst provides is a step above <br />and the answer to junk yards. The feedstock brought to the facility will only be on site 3-4 <br />days and then shipped off site. It is estimated that there will be 6 tracks per day visiting the <br />site. The furnace operations will not create noise; there is some noise created by the crane <br />operations but it is not a consistent noise. There are no odors associated with the operation <br />of the furnace. The feedstock brought to the site by tracks is too heavy to fall off and litter <br />roadways. Reports indicate that there are no visible emissions from the furnace as it is <br />currently operated and even less emissions will be realized with the addition of a bagger <br />house. The furnace is not of a size that would require EPA and MPCA permitting. Mr. <br />Karst is willing to annually test the emissions from the furnace operation. Oil drippings is <br />a concern at the Hassan facility as that is where the parts are disassembled; by the time the <br />parts arrive at the Ramsey facility there will only be a oil residue on the surface of the parts. <br />There are no plans to process wire at the facility. <br /> <br />Ms. Watson stated that Mr. Karst has been located at the Hassan facility for one year and <br />has made significant improvements to the property. Mr. Karst is commited to making <br />improvements to the Ramsey property as well which include hardsurfacing, landscaping, <br />screening and bringing the building up to code. Mr. Karst locating at the former Oftedahl <br />facility will create jobs and free up economic development revolving loan funds for other <br />uses, <br /> <br />Commissioner Holm inquired as to why Mr. Karson is splitting his operation into two <br />locations. <br /> <br />Mr. Karst replied that he has other plans for expanding the Hassan operation that do not <br />include sufficient room for the melt down operations; it is more economical to relocate the <br />melt down opeation to an existing building rather than building a new facility. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner LaDue and seconded by Hendriksen to adjourn the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen, <br />Holm and Terry. Voting No: None.
