clean opeation and does not have any problems meeting State environmental and pollution <br />standards. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Terry to table action on Mr. <br />Karst's request for a conditional use permit until the special Planning and Zoning Commission <br />meeting scheduled for April 18, 1989 in order to allow the Commission sufficient time to review <br />the proposed findings of fact. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, Terry <br />and Holm. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Commissioner LaDue suggested that in the interim, the vehicle liability coverage requirement be <br />resolved. <br /> <br />Case #13: Request For A Conditional Use Permit To A Have A Second <br /> Principal Dwelling; Case Of Mr. Lazares Gilles: <br /> <br />Mr. Gilles was present requesting a conditional use permit to have a second principal dwelling on <br />his property at 8201 163rd Avenue N.W. Mr. Gilles stated that he did not intend to construct two <br />separate dwellings as the principal structure and the dwelling above the detached garage are <br />connected by an underground tunnel; both structures are served by the same utility sources; the <br />dwelling units will be occupied by family members only. <br /> <br />The Commission proceeded to review the proposed findings of fact. <br /> <br />Item #7 of the proposed findings of fact was amended to indicate that there is one known similar <br />permitted use in the City. <br /> <br />Item #8 was amended to indicate that the second dwelling will not substantially increase traffic to <br />and from the property. <br /> <br />Item #9 was amended to indicate that the second dwelling will not be unduly dangerous. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to amend Item gl0 <br />to indicate that the second dwelling will not impair market value of surrounding property. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue and <br />Terry. Voting No: Commissioner Holm. Absent: Commissioner Shumway. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Terry to amend Item gl 1 to <br />indicate that the second dwelling will not be harmonious with the objectives of the Comprehensive <br />Plan. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, Holm <br />and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to amend Item #12 to <br />indicate that the second dwelling will be appropriate in appearance with the intended character of <br />the area. <br /> <br />Motion can'ied.
