Mr. Banwart informed the Commission that staff met with the developer and property owner to <br />the south on May 11th to discuss the possible extension of 171st Avenue. The property owner <br />to the south presented a future sketch. Discussion of the zoning. The Commission reviewed <br />the City Engineer's letter dated March 24, 1989, and the letter received from the Concerned <br />Citizens in Golden Eagle Estates dated June 5, 1989. <br /> <br />Mr. Tim Dusbabek, Spokesperson for the Concerned Citizens of Golden Eagle Estates, stated <br />that they are in favor of the proposal. Their petition was signed by 20 out of 22 residents. <br />Mr. Dusbabek stated that they do have concerns about increased traffic counts and traffic <br />patterns. He pointed out that vehicles may use this area as a shortcut, which will cause a <br />tremendous increase in traffic volume. <br /> <br />Chairman Zimmerman asked the applicant if he agrees with the City Engineer's <br />recommendations. Mr. Lee Hennen stated that they do and have already submitted a petition <br />to blacktop Bison Street. Chairman Zimmerman asked if the area residents will agree to <br />blacktop Bison Street. A resident stated that the residents turned it down the last time it was <br />voted on. <br /> <br />Mr. Banwart asked the developer if he is willing to work with the residents to get the road <br />surfaced. Mr. Hennen stated that he is willing to work with other property owners on Bison <br />Street N.W. and provide them $500 per lot towards their special assessments. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to receive public <br />input in the form of written petitions and correspondence and move the recommendation reflect <br />that the citizens adjacent to the property are not opposed to the plat of the property, but that <br />their main concern is the effect the additional homes and resulting traffic will have on their <br />own property, streets and how it will impact their families. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendriksen, <br />Shumway and Terry. Voting No: None. Absent: None. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to recommend <br />approval of the preliminary plat for Dellwood Hills Addition as submitted, subject to the <br />conditions listed in the City Engineer's letter of April 27, 1989, specifically that the applicant be <br />required to improve or arrange for improvement of Bison Street at least from County Road 63 <br />to 171st Avenue N.W. (#4 of City Engineer's recommendation). <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, Shumway, <br />Terry and LaDue. Voting No: None.
