Chairman Zimmerman expressed concern with additional traffic through Hunter's Hills <br />caused by removing the cul-de-sac and constructing 144th Lane as a through street. <br /> <br />Mr. Anderson noted that constructing 144th Lane as a through street was a direction of the <br />City. <br /> <br />Mr. Banwart noted that a major access from Cedar Hills to the southwest of Hunter's Hills <br />has to be resolved before final plat approval will be granted. <br /> <br />Commissioner LaDue noted that the cul-de-sac abuts a property line and was intended to be <br />reconstructed as a through street as adjacent property develops; pursuing development of <br />subdivisions with through streets has been the City's policy. <br /> <br />Chairman Zimmerman questioned the construction of through streets between subdivisions <br />of rural and urban zoning. <br /> <br />Mr. Anderson stated that he agrees with Mr. Peterson's comments regarding Ramsey's <br />requirement for 66 foot wide street right-of-ways. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to table <br />action on Mr. Wally Anderson's request for preliminary plat approval of Cedar Hills and <br />direct that the plat be redrawn with 66 foot wide street tight-of-ways and lots that meet <br />minimum area and width requirements. <br /> <br />Further Discussion: Commissioner LaDue noted that the Commission recommended <br />preliminary plat approval of Chestnut Hills with contingencies (including redrawing plat <br />with 66 foot steet right-of-way widths). Commissioner Bawden stated that he would like <br />the Commission to be provided with a map depicting all three subdivisions (Windemere <br />Woods, Chestnut Hills and Cedar Hills) and streets. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />Hendriksen and Terry. Voting No: Commissioner LaDue. Absent: Commissioner <br />Shumway. <br /> <br />The Commission recessed at 9:00 p.m. <br /> <br />Chairman Zimmerman called the meeting back to order at 9:18 p.m. <br /> <br />Case /18: Request For A Conditional Use Permit To Operate A <br /> Commercial Dog Kennel; Case Of Mr. Bret Scott: <br /> <br />Mr. Scott was present requesting a conditional use permit for a commercial dog kennel for <br />a maximum of 10 dogs. Mr. Scott explained that he has two dogs of his own and is <br />proposing to take in 8 additional dogs for obedience/hunting training and boarding in the <br />summer months and boarding only in the winter months. Mr. Scott stated that the dogs <br />will be housed indoors with each dog having a kennel mn outdoors. <br /> <br />Chairman Zimmerman noted that the public heating regarding Mr. Scott's request for a <br />conditional use permit for a commercial dog kennel was conducted on July 10 and there <br />were no public comments submitted opposing the request. <br /> <br />Planning & Zoning Commission/July 18, 1989 <br /> Page 4 of 11 <br /> <br /> <br />
