Mr. Lewandowski - 9410 180th Avenue N.W. - Stated that he also prefers that 180th
remain as a cul-de-sac.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commissioner LaDue to adjourn the
public hearing.

Further Discussion: Patty Koenig stated that since Harley Gordon's plat came up for
discussion, she has been informed that most of the cul-de-sacs in Ramsey were originally
planned to be through streets; Harley Gordon has revised his plat to not require extending
180th Avenue as a through street; if Harley Gordon changes his plat again so that extension
of 180th is required, will the surrounding property owners be notified. Chairman
Zimmerman stated that if Harley Gordon revises the plat again, he will have to submit a
new plan which will require a new public hearing. Chairman Zimmerman stated that
Harley Gordon has given up on the idea of extending 180th Avenue into his plat because it
is financially not possible. Another resident in the audience inquired if the City has the
right to condemn property. Chairman Zimmerman stated that the City does have the right
to condemn property but that is not the course of action being taken in this case. Richard
Havrilla stated that he purposely chose his lot because it is on the end of a cul-de-sac; at that
time he had the deed searched by an attorney; the attorney indicated that the only way 180th
could be extended is through condemnation; stated that he feels his property value will
decrease if 180th is extended; he is also concerned with safety in the area if 180th is
extended.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue,
Bawden, Deemer and Terry. Voting No: None. Absent: Commissioner Shumway.

The public hearing adjourned at 7:47 p.m.

Respectfully submitted,

Sylvia Frolik
Planning Assistant

Mark Banwart
Community Development Director

Planning and Zoning Commission Public Hearing/October 3, 1989
Page 2 of 2
