PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Monday, <br />November 6, 1989 at the Ramsey Municipal Center regarding Dean Helgeson's request for <br />preliminary plat approval of Trott Brook Ridge Addition. <br /> <br />Members Present: <br /> <br />Mr. Terry Hendriksen, Acting Chairman <br />Mr. Ben Deemer <br />Mr. Charles LaDue <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />Members Absent: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. David Bawden <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public hearing to order at 8:20 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Banwart stated that during sketch plan review the Planning and Zoning Commission <br />recommended a variance to front yard setbacks on lots in the southerly portion of the plat to <br />avoid staging houses on step slopes. A great deal of thought has gone into considering <br />drainage easements for this plat. <br /> <br />CITIZEN INPUT <br /> <br />Dean Helgeson was present and stated that the outlot on the south side of the plat will be <br />offered for sale for combination with an adjacent lot in The North Forty subdivision; if <br />purchase is declined, the outlot will be combined with Lot 1 of this proposed Trott Brook <br />Ridge Addition. <br /> <br />Mr. Banwart noted that the Commission has received a letter from Andries Hillebregt <br />(16926 Bison Street N.W.) requesting that the hearing on Trott Brook Ridge be postponed <br />so that the area residents will have sufficient time to review the related materials which were <br />only available as of Friday afternoon, November 6. The letter also requests that Bison <br />Street be retained as a cul-de-sac. <br /> <br />Commissioner Deemer noted that the letter indicates that Andries Hillebregt is opposed to <br />reconstructing Bison as a through street at his expense. Commissioner Deemer noted that <br />the cost to extend Bison would be the responsibility of Dean Helgeson. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to enter Andries <br />Hillebregt's letter dated received on November 6, 1989 into the public hearing record. <br /> <br />Planning & Zoning Commission Public Hearing/November 6, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
