PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Monday,
November 6, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
Ramsey, Minnesota regarding Mr. James Martin's request for preliminary plat approval of
Tooth Acres Addition.

Members Present:

Mr. Terry Hendfiksen, Acting Chairman
Mr. Ben Deemer
Mr. Michael Terry
Mr. Charles LaDue

Also Present:

Community Development Director Mark Banwart

Members Absent:

Mr. Gerald Zimmerman, Chairman
Mr. Roy Shumway
Mr. David Bawden

CALL TO ORDER

Acting Chairman Hendriksen called the public hearing to order at 8:46 p.m.

PRESENTATION

Mr. Banwart stated that the subdivider is proposing to plat the property at 2.5 acre lots;
Metro Council and the Environmental Quality Board have a regional policy of 5 acre
minimum lot sizes and are in the process of review the proposed plat. The plat will provide
for the continuance of a 75 foot trail corridor through the area; the outlots within the plat
and to the north of the residential development would remain as I-1 Industrial. The
applicant has requested a rezoning to reduce the amount of I-1 Industrial zoning on the
property to accommodate more residential development. The subject parcel is also a
potential area for the Mississippi River Bridge crossing and the lots within that proposed
bridge corridor should be designated as outlots. Mr. Banwart noted that the County Parks
Department has been considering this particular parcel for acquisition.

Upon inquiry by Acting Chairman Hendriksen, Mr. Banwart indicated that the alignment of
the bridge corridor through Mr. Martin's property represents that of the preferred bridge
alignment and it's connection with MSA roads on the north side of Hwy. #10 is being
coordinated.

CITIZEN INPUT

None.

Planning & Zoning Commission Public Hearing/November 6, 1989
Page 1 of 2
