Mr. Banwart noted that park dedication will possibly include a 35 foot strip of land along <br />the northern boundary of the plat in order to provide access to Outlot A (park area) in <br />Stanhope River Hills. The Commission recalled that the City may already have easement <br />access to Outlot A. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to table <br />sketch plan approval of Rum River Bluff pending a recommendation from the City <br />Engineer regarding constructing Juniper Ridge Drive as a through street, reconfiguration of <br />the plat to at least connect with Oneida Street to the north, clarification of existing <br />easements to Outlot A of Stanhope River Hills, a recommendation from the Park and <br />Recreation Commission regarding park dedication requirements and providing for 200 feet <br />of street frontage at the proposed park area. <br /> <br />Further Discussion: Mr. Frank stated that the area proposed for private park would be a <br />natural area owned in common by the residents where no improvements are anticipated. <br />Commissioner Hendriksen stated that the private park concept fosters the 'haves' and 'have <br />nots'; that is not the atmosphere the Commission chooses to foster. Mr. Jack Miller stated <br />that the plat could be redrawn similar to other subdivisions in Ramsey along the river where <br />that area that could have been dedicated for public or private open space is drawn into the <br />lot dimensions and therefore controlled by many. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Shumway, Deemer and Bawden. Voting No: None.
